The National Commission on Research, Science and Technology (NCRST) is recruiting a General Manager: Research, Science, Technology & Innovation Coordination and Support in Windhoek, Namibia. The position is offered on a five-year fixed-term contract and represents a senior leadership opportunity within Namibia's national research, science, technology and innovation environment.
NCRST is a State-Owned Enterprise established under the Research, Science and Technology Act, 2004 and is responsible for promoting, coordinating and developing research, science, technology and innovation in Namibia. The successful candidate will contribute to the Commission's national mandate and provide strategic leadership within the Research, Science, Technology and Innovation Coordination and Support portfolio.
Key Responsibilities:
- Provide strategic leadership for research, science, technology and innovation coordination and support activities
- Support implementation of NCRST's national mandate, strategic objectives and institutional priorities
- Coordinate programmes and initiatives that advance research, science, technology and innovation in Namibia
- Contribute to the development and implementation of strategies supporting Namibia's research and innovation ecosystem
- Promote effective coordination among researchers, institutions, government stakeholders and other relevant partners
- Support development of programmes that strengthen scientific research and technological innovation
- Provide senior management oversight of programmes, projects, resources and departmental activities
- Ensure activities are aligned with applicable legislation, organisational policies and national priorities
- Monitor programme implementation, institutional performance and achievement of strategic objectives
- Promote collaboration and partnerships across research, academic, government and innovation sectors
- Support effective governance, planning, budgeting and reporting within the assigned portfolio
- Provide strategic advice and technical input to NCRST leadership
- Lead and develop employees within the function while promoting accountability and high performance
- Contribute to the continued development of Namibia's research, science, technology and innovation capacity
Requirements:
- Suitably qualified for a senior management role within research, science, technology, innovation or a closely related professional field
- Strong knowledge of research, science, technology and innovation systems
- Demonstrated strategic leadership and management capabilities
- Ability to coordinate complex programmes and institutional initiatives
- Strong stakeholder-management and partnership-development skills
- Good planning, analytical, communication and organisational abilities
- Ability to operate effectively within a national research and innovation institution
- Commitment to NCRST's mandate of promoting and developing research, science, technology and innovation in Namibia
