Chief Executive Officer (CEO)

Job Type: Contract (5 Years) Job Description: The Gambling Board of Namibia (GBN) is seeking a qualified, experienced, and visionary Namibian citizen to serve as Chief Executive Officer (CEO). The CEO will provide overall strategic leadership, ensure regulatory effectiveness, oversee financial sustainability, and maintain sound corporate governance within the organization. The successful candidate will lead the regulation of Namibia’s gambling industry while promoting transparency, accountability, integrity, and responsible gaming practices. The role also includes stakeholder engagement with government institutions, industry operators, international regulatory bodies, and the public. Key Responsibilities: * Provide strategic leadership and direction for the Gambling Board of Namibia * Ensure effective regulation of the gambling industry in Namibia * Oversee licensing, inspections, compliance monitoring, and enforcement activities * Act as Accounting Officer and ensure sound financial management * Lead implementation and operationalization of the Central Electronic Monitoring System (CEMS) * Prepare and implement annual budgets, strategic plans, and performance agreements * Develop and implement responsible gambling programs * Build and maintain strategic relationships with ministries, regulators, and industry stakeholders * Establish and maintain enterprise risk management and internal control systems * Promote transparency, accountability, and ethical governance practices * Lead multidisciplinary teams and manage complex stakeholder environments Requirements: * Master’s Degree in Business Administration, Law, or related field (NQF Level 9) * Minimum of 10 years’ experience, with at least 5 years at Senior Management level * Proven experience in the gambling industry * Strong experience in governance, regulation, strategic planning, compliance, and institutional leadership * Proven financial management and budgeting capabilities * Strong understanding of corporate governance principles and regulatory compliance frameworks * Ability to lead multidisciplinary teams * Membership with an internationally recognized gambling institution will be an added advantage Key Competencies: * Knowledge of Namibia’s gambling industry and Gaming and Entertainment Control Act * Strategic leadership and decision-making skills * Corporate governance and compliance expertise * Financial and risk management skills * Stakeholder management and negotiation skills * Change management and digital transformation knowledge * Ethical leadership and integrity How to Apply: Interested candidates should submit: * Detailed CV * Motivation letter (maximum 2 pages) * Certified academic qualifications * Certified copy of Namibian ID * Names and contact details of three traceable referees
